Replacing a SAA1027 with 4070 XOR and 4029

When replacing the SAA1027 IC show in figure 3 of Issue 2 is it a simple swap, 2 for 1? I am inexperience with IC's and am unsure of what to hook up to what pin of the 4029 so that it will output to the 4070 then to the stepper motor to get the required RPMs
