Solar Power Control

I would like to devise a neat system to rotate a small solar panel, to keep it roughly facing the sun. The motor I have would give 180 deg rotation in 10 secs. So I was thinking about a short pulse every 15 mins, but even with some trial and error, I dont think it would be very predictable. Has anyone any good ideas for a cheap positional feedback relative to a timer.

Solar Power Control

Everyday Practical Electronics delt with this about 14 years ago. The project featured a tilting solar panel controlled by sampling the illumination of 2 Cds photocells that were attached to both ends of the solar panel.
