7808 heating.

I would compensate the heating of the 7808 regulator by keeping the voltage across the input/output terminals below 5 volts. This may mean using an additional pre regulator to drop the input voltage down to a suitable level for the 7808 regulator, such as the 7812. In this case the minimum input voltage would be 15 volts.
A wirewound resistor rated at 3 watts or above can also be used to slightly drop the input voltage (common with 78/79 L series regulators).
